建筑(zhu)勞(lao)(lao)實(shi)行(xing)基(ji)(ji)地化(hua)管(guan)理是一(yi)項帶全局性的系統工程,涉(she)及(ji)(ji)面廣,政策性強,住(zhu)房和(he)城建設部會同一(yi)些(xie)省(sheng)市建設行(xing)政主管(guan)部門(men)(men)以及(ji)(ji)一(yi)些(xie)勞(lao)(lao)務(wu)(wu)基(ji)(ji)地,已經擬訂建筑(zhu)勞(lao)(lao)務(wu)(wu)實(shi)行(xing)基(ji)(ji)地化(hua)管(guan)理的暫(zan)行(xing)辦法和(he)實(shi)施細(xi)則,將作出明確的規(gui)定,把建筑(zhu)勞(lao)(lao)務(wu)(wu)納(na)入(ru)法制管(guan)理和(he)行(xing)業管(guan)理的軌道,這里僅(jin)就輸(shu)出,輸(shu)入(ru)方及(ji)(ji)其主管(guan)部門(men)(men)這三個環節進行(xing)簡單介紹。
1、加強建(jian)放帶務基地的(de)建(jian)設和管理
建(jian)勞務基地(di)(di)是(shi)基地(di)(di)化管(guan)(guan)理(li)的(de)“源頭”,基地(di)(di)一(yi)般建(jian)在派出(chu)勞務隊伍(wu)較(jiao)多的(de)縣(市)由兩地(di)(di)政(zheng)府(fu)牽頭,負責這項(xiang)工作(zuo),要具備一(yi)定(ding)的(de)條件,并(bing)經相(xiang)應的(de)程(cheng)序(xu),才可確(que)定(ding)為國家和省、市,自治(zhi)區兩級建(jian)筑勞務基地(di)(di),照(zhao)“定(ding)點定(ding)向、專(zhuan)業(ye)配套、雙(shuang)向選擇,平等互利相(xiang)對穩定(ding)、長期合作(zuo)”的(de)原(yuan)則(ze),建(jian)立起施工企業(ye)與勞務基地(di)(di)的(de)協作(zuo)關系(xi)務基地(di)(di)應建(jian)立專(zhuan)門(men)的(de)辦事機構,形成健全的(de)管(guan)(guan)理(li)網(wang)絡,明確(que)和行使(shi)應有(you)的(de)管(guan)(guan)理(li)職能,基地(di)(di),重點是(shi)培(pei)調基地(di)(di),同時也是(shi)輸(shu)出(chu)基地(di)(di)、管(guan)(guan)理(li)基地(di)(di),要切實做好規劃、培(pei)訓、信息(xi)、輸(shu)出(chu)、管(guan)(guan)理(li)和服務等項(xiang)工作(zuo)。
2.如強用工企業(ye)自有隊伍的(de)調整(zheng)和(he)提高(gao)

3.加強各(ge)級建筑行政(zheng)主(zhu)管部門的(de)領導和指導
各級(ji)建筑行(xing)(xing)政主管(guan)(guan)部門歸(gui)口(kou)負責建筑勞務實行(xing)(xing)基(ji)(ji)(ji)(ji)地(di)(di)化(hua)管(guan)(guan)理(li)的(de)(de)工作(zuo)(zuo),要(yao)明(ming)確相應的(de)(de)管(guan)(guan)理(li)職能,制定和貫(guan)徹落實有關的(de)(de)規定和辦法(fa),統(tong)一歸(gui)口(kou)管(guan)(guan)理(li)建筑勞務的(de)(de)輸出(chu)和引進,負責檢查(cha)督促和指導(dao)勞務基(ji)(ji)(ji)(ji)地(di)(di)的(de)(de)建設和管(guan)(guan)理(li)主管(guan)(guan)部門要(yao)大力加強領(ling)導(dao),精(jing)心部署,切實為勞務基(ji)(ji)(ji)(ji)地(di)(di)辦幾件實事,特別(bie)是把基(ji)(ji)(ji)(ji)地(di)(di)化(hua)管(guan)(guan)理(li)擺上領(ling)導(dao)議程,納入(ru)行(xing)(xing)業管(guan)(guan)理(li),統(tong)籌兼顧,分工協(xie)作(zuo)(zuo),形成建筑業行(xing)(xing)業管(guan)(guan)理(li)包(bao)括基(ji)(ji)(ji)(ji)地(di)(di)化(hua)管(guan)(guan)理(li)的(de)(de)系列網絡,使基(ji)(ji)(ji)(ji)地(di)(di)化(hua)管(guan)(guan)理(li)走(zou)向(xiang)全面、有序和規范(fan)化(hua)的(de)(de)軌道。
