眾所(suo)周知(zhi),改革開(kai)放(fang)30多年來,我國建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)(ye)取(qu)得了(le)(le)舉(ju)世矚(zhu)目(mu)(mu)的(de)輝煌成(cheng)就(jiu),建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)(ye)作為(wei)國民(min)經濟(ji)的(de)支柱產(chan)業(ye)(ye)(ye),不(bu)僅大(da)(da)大(da)(da)改善了(le)(le)城(cheng)鄉面貌和人民(min)居住環(huan)境,加(jia)快了(le)(le)城(cheng)鎮(zhen)化(hua)進程,而且帶動了(le)(le)相關產(chan)業(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan),級解了(le)(le)就(jiu)業(ye)(ye)(ye)壓力,為(wei)社會和諧發(fa)(fa)展(zhan)(zhan)作出了(le)(le)巨(ju)大(da)(da)貢獻。然(ran)而,我們(men)清醒地看到,與(yu)我國工(gong)程建(jian)(jian)(jian)(jian)(jian)設的(de)現實(shi)需要及國際先進水平相比(bi).建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)(ye)仍然(ran)存(cun)在(zai)(zai)著許多形響(xiang)持續(xu)、健(jian)康(kang)發(fa)(fa)展(zhan)(zhan)的(de)問題(ti)。例如,生產(chan)方式(shi)落后、管理(li)粗放(fang)、“三低(di)(di)一高”(即產(chan)值利(li)潤率低(di)(di)、勞動生產(chan)率低(di)(di)、產(chan)業(ye)(ye)(ye)集中度低(di)(di)、市場交(jiao)易成(cheng)本高)的(de)現象長期存(cun)在(zai)(zai).建(jian)(jian)(jian)(jian)(jian)筑企業(ye)(ye)(ye)綜合(he)競爭實(shi)力、科(ke)技創(chuang)新(xin)能(neng)力、技術裝備水平、建(jian)(jian)(jian)(jian)(jian)筑工(gong)業(ye)(ye)(ye)化(hua)程度與(yu)發(fa)(fa)達國家的(de)差距較大(da)(da)。操作工(gong)人業(ye)(ye)(ye)務(wu)素質偏低(di)(di)、難以適(shi)應現代建(jian)(jian)(jian)(jian)(jian)筑產(chan)品(pin)快速(su)發(fa)(fa)展(zhan)(zhan)趨(qu)勢的(de)要求。通過在(zai)(zai)全行業(ye)(ye)(ye)大(da)(da)量的(de)調(diao)查研究(jiu),我們(men)認為(wei),建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)(ye)最為(wei)迫切、_.最需要解決的(de)兩個根本問題(ti)是:建(jian)(jian)(jian)(jian)(jian)筑產(chan)品(pin)生產(chan)組織管理(li)方式(shi)和建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)(ye)從業(ye)(ye)(ye)人員素質.這也(ye)是目(mu)(mu)前(qian)制(zhi)約建(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)方式(shi)轉(zhuan)變步伐的(de)兩個核心障礙。
從1987年開始,建筑勞務行(xing)業(ye)(ye)推廣魯布革工(gong)(gong)程(cheng)管(guan)(guan)理(li)經(jing)驗,將建(jian)(jian)(jian)筑業(ye)(ye)管(guan)(guan)理(li)層與(yu)勞務(wu)層相分離(li),大(da)大(da)強化(hua)了公司層面的(de)工(gong)(gong)程(cheng)項目(mu)管(guan)(guan)理(li),但卻忽視了施工(gong)(gong)現(xian)場操作工(gong)(gong)人(ren)(ren)隊(dui)伍的(de)建(jian)(jian)(jian)設(she)(she)和(he)素(su)質(zhi)(zhi)的(de)提高。由(you)于建(jian)(jian)(jian)筑行(xing)業(ye)(ye)從業(ye)(ye)人(ren)(ren)員準人(ren)(ren)門檻(jian)相對較低(di)(di),吸納(na)了大(da)盆農村(cun)剩(sheng)余(yu)勞動(dong)力,因(yin)而造成(cheng)(cheng)這樣的(de)結果:一是(shi)文化(hua)水平低(di)(di),小學和(he)初中文化(hua)占絕大(da)多數(shu),二(er)是(shi)操作人(ren)(ren)員技(ji)能(neng)(neng)差,多數(shu)人(ren)(ren)沒有經(jing)過正規的(de)技(ji)能(neng)(neng)培訓(xun),不(bu)能(neng)(neng)形(xing)成(cheng)(cheng)一個真(zhen)正的(de)產業(ye)(ye)工(gong)(gong)人(ren)(ren)群體;三(san)是(shi)目(mu)前操作工(gong)(gong)人(ren)(ren)隊(dui)伍以45歲以上為主體,年(nian)(nian)齡結構(gou)偏大(da),年(nian)(nian)輕工(gong)(gong)人(ren)(ren)所占比例日趨縮小。建(jian)(jian)(jian)筑業(ye)(ye)從業(ye)(ye)人(ren)(ren)員青(qing)黃不(bu)接的(de)狀態以及操作技(ji)能(neng)(neng)偏低(di)(di)的(de)現(xian)實,已成(cheng)(cheng)為制約建(jian)(jian)(jian)設(she)(she)工(gong)(gong)程(cheng)質(zhi)(zhi)最、安全生產和(he)轉變發展方式的(de)重(zhong)要因(yin)素(su)。
根據2012年(nian)4月27日國家統計局發(fa)布的(de)(de)《2011年(nian)我國農(nong)(nong)民工(gong)(gong)(gong)調查(cha)監(jian)測報告》的(de)(de)數據,2011年(nian)全國農(nong)(nong)民工(gong)(gong)(gong)總A達(da)(da)到25278萬人(ren)。其中(zhong).從事制造(zao)業(ye)(ye)(ye)的(de)(de)比重(zhong)最大,占(zhan)(zhan)36.0%.其次是建(jian)筑(zhu)業(ye)(ye)(ye)占(zhan)(zhan)17.7%,服務業(ye)(ye)(ye)占(zhan)(zhan)12.2%,批發(fa)零售業(ye)(ye)(ye)占(zhan)(zhan)10.1 %,交通(tong)運箱(xiang)倉儲和(he)郵(you)政業(ye)(ye)(ye)占(zhan)(zhan)6.6%,住宿(su)棍飲(yin)業(ye)(ye)(ye)占(zhan)(zhan)5.3。從事建(jian)筑(zhu)業(ye)(ye)(ye)的(de)(de)農(nong)(nong)民工(gong)(gong)(gong)總數達(da)(da)到4474.2萬人(ren)之多(duo)。由(you)此可(ke)見,農(nong)(nong)民工(gong)(gong)(gong)已經成為(wei)建(jian)筑(zhu)業(ye)(ye)(ye)第(di)一線施工(gong)(gong)(gong)操作的(de)(de)主(zhu)體力量(liang)。該報告還顯(xian)示,在農(nong)(nong)民工(gong)(gong)(gong)中(zhong),初中(zhong)及以下文化程度(du)的(de)(de)高達(da)(da)77,接受過(guo)農(nong)(nong)業(ye)(ye)(ye)技(ji)術培訓(xun)的(de)(de)占(zhan)(zhan)10.5%,接受過(guo)非(fei)農(nong)(nong)職(zhi)業(ye)(ye)(ye)技(ji)能培訓(xun)的(de)(de)占(zhan)(zhan)26.2 %,既沒有(you)參加(jia)農(nong)(nong)業(ye)(ye)(ye)技(ji)術培訓(xun),也沒有(you)參加(jia)非(fei)農(nong)(nong)職(zhi)業(ye)(ye)(ye)技(ji)能培訓(xun)的(de)(de)農(nong)(nong)民工(gong)(gong)(gong)占(zhan)(zhan)68.8腸。
客觀上講(jiang),農(nong)民(min)工(gong)問(wen)題是(shi)(shi)我國工(gong)業(ye)(ye)(ye)化、現代化進程(cheng)(cheng)中有(you)待解(jie)(jie)決的一個特殊(shu)問(wen)題,這(zhe)是(shi)(shi)一個龐(pang)大的,長期的,涉及社會(hui)、經濟、體(ti)制、人文諸多(duo)方面的系統(tong)工(gong)程(cheng)(cheng)。就建(jian)(jian)筑(zhu)業(ye)(ye)(ye)而言,農(nong)民(min)工(gong)與用工(gong)制度、企(qi)業(ye)(ye)(ye)組織形式、施工(gong)生產方式、工(gong)程(cheng)(cheng)建(jian)(jian)造能力(li)、項目管(guan)理水平、綜合(he)競爭力(li)、“走出去”戰略等(deng)密切(qie)相(xiang)關,如何在加快轉變建(jian)(jian)筑(zhu)業(ye)(ye)(ye)發(fa)展方式的背景(jing)下,立足于建(jian)(jian)筑(zhu)行業(ye)(ye)(ye)的實際狀(zhuang)況,切(qie)實把農(nong)民(min)工(gong)隊伍轉化為建(jian)(jian)筑(zhu)業(ye)(ye)(ye)可持續發(fa)展、科學發(fa)展的推動力(li)盆,是(shi)(shi)行業(ye)(ye)(ye)協(xie)會(hui)和建(jian)(jian)筑(zhu)企(qi)業(ye)(ye)(ye)必須解(jie)(jie)決好的一個重大課(ke)題。
住房(fang)和城鄉建(jian)(jian)(jian)(jian)(jian)設部(bu)在其頒布的(de)《建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)發展“十二五”規(gui)劃》中(zhong)著重(zhong)要(yao)求:大力發展建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)勞務(wu)企業(ye),加強建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)農民(min)工培(pei)訓(xun)工作,構建(jian)(jian)(jian)(jian)(jian)適應(ying)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)行(xing)業(ye)特點(dian)和要(yao)求的(de)農民(min)工培(pei)訓(xun)體(ti)系(xi)(xi),建(jian)(jian)(jian)(jian)(jian)立(li)(li)健全(quan)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)農民(min)工培(pei)訓(xun)工作長效機(ji)制(zhi),形成穩定的(de)新(xin)型建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)產業(ye)骨干工人(ren)(ren)隊伍(wu)。因此,針對我國建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)從業(ye)人(ren)(ren)員素質較低以及復合(he)型人(ren)(ren)才欠缺(que)的(de)現狀,迫(po)切需(xu)要(yao)創(chuang)新(xin)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)勞務(wu)管(guan)理體(ti)制(zhi),強化勞務(wu)隊伍(wu)建(jian)(jian)(jian)(jian)(jian)設和勞務(wu)施工全(quan)過程管(guan)理,確立(li)(li)重(zhong)建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)產業(ye)工人(ren)(ren)隊伍(wu)的(de)目標(biao),盡(jin)快完(wan)善建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)業(ye)人(ren)(ren)才培(pei)訓(xun)體(ti)系(xi)(xi),提高從業(ye)人(ren)(ren)員整體(ti)素質。
