重(zhong)慶建(jian)筑勞(lao)(lao)務公(gong)司加(jia)大勞(lao)(lao)動(dong)(dong)法規力(li)(li)度,打造(zao)新型產(chan)業(ye)工(gong)人(ren)(ren)隊伍。用(yong)工(gong)制度改(gai)革20多年來,建(jian)筑業(ye)逐(zhu)步形成了以農民工(gong)為主體(ti)的勞(lao)(lao)務用(yong)工(gong)格局。國家目(mu)前進(jin)人(ren)(ren)了著(zhu)力(li)(li)破除城(cheng)鄉二元(yuan)化結構、形成城(cheng)鄉經濟社會發展一體(ti)化新格局的重(zhong)要(yao)時期,農村(cun)勞(lao)(lao)動(dong)(dong)力(li)(li)大規模轉移(yi)就業(ye),過去“亦工(gong)亦農”務工(gong)謀生(sheng)的農民工(gong),將不可(ke)逆(ni)轉地成為產(chan)業(ye)工(gong)人(ren)(ren)的重(zhong)要(yao)組成部分。《勞(lao)(lao)動(dong)(dong)合同(tong)法》、《就業(ye)促(cu)進(jin)法》、《勞(lao)(lao)動(dong)(dong)爭議調(diao)解仲(zhong)裁(cai)法》相繼出臺、施行。因此,按照勞(lao)(lao)動(dong)(dong)法的規定(ding),加(jia)大貫(guan)徹勞(lao)(lao)動(dong)(dong)法規力(li)(li)度,打造(zao)新型產(chan)業(ye)工(gong)人(ren)(ren)隊伍。
全面推(tui)行勞(lao)(lao)(lao)動合同(tong)制度,多途(tu)徑吸(xi)納(na)農民工(gong)就業。建筑(zhu)勞(lao)(lao)(lao)務企(qi)(qi)(qi)業必(bi)須按照(zhao)《勞(lao)(lao)(lao)動合同(tong)法》的(de)要求,與(yu)雇用(yong)(yong)的(de)務工(gong)人(ren)員簽訂(ding)勞(lao)(lao)(lao)動合同(tong).使企(qi)(qi)(qi)業與(yu)務工(gong)人(ren)員建立和諧穩定的(de)勞(lao)(lao)(lao)動關系。建筑(zhu)勞(lao)(lao)(lao)務企(qi)(qi)(qi)業作(zuo)為集“用(yong)(yong)人(ren)”與(yu)“用(yong)(yong)工(gong)”于一身(shen)的(de)市場主體,必(bi)須直(zhi)接與(yu)所雇用(yong)(yong)的(de)勞(lao)(lao)(lao)動者簽訂(ding)勞(lao)(lao)(lao)動合同(tong),切實履行用(yong)(yong)人(ren)單位的(de)貴任和義務,并(bing)根(gen)據國家政策適時建立社會保(bao)障制度.改變層層掛靠導致企(qi)(qi)(qi)業與(yu)勞(lao)(lao)(lao)動者勞(lao)(lao)(lao)動關系虛置(zhi)的(de)狀況。
(1)全面推行勞動合同制度,多途徑吸納農民工(gong)就業少
建(jian)(jian)(jian)筑勞(lao)(lao)務企業(ye)(ye)必須按照《勞(lao)(lao)動(dong)合同(tong)法(fa)》的要(yao)求.與雇用的務工(gong)人員簽訂勞(lao)(lao)動(dong)合同(tong),使企業(ye)(ye)與務工(gong)人員建(jian)(jian)(jian)立(li)和諧穩定的勞(lao)(lao)動(dong)關系。建(jian)(jian)(jian)筑勞(lao)(lao)務企業(ye)(ye)作為集“用人”與“用工(gong)”于一(yi)身的市場主體,必須直(zhi)接與所雇用的勞(lao)(lao)動(dong)者簽訂勞(lao)(lao)動(dong)合同(tong),切實(shi)履(lv)行用人單位的責任和義務,并根據國家政策適時建(jian)(jian)(jian)立(li)杜(du)會保障(zhang)制度,改變層層掛靠(kao)導致企業(ye)(ye)與勞(lao)(lao)動(dong)者勞(lao)(lao)動(dong)關系盛置的狀(zhuang)況。
(2)改善就業(ye)環境,吸引務(wu)工(gong)人員(yuan)從事(shi)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)名建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)企業(ye)應將(jiang)建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)務(wu)工(gong)人員(yuan)視為產業(ye)工(gong)人的組成(cheng)部分,改變(bian)用工(gong)制度改革以來形成(cheng)的觀(guan)念,切實改善務(wu)工(gong)人員(yuan)的待(dai)遇.保障建(jian)(jian)(jian)筑(zhu)(zhu)業(ye)操(cao)作工(gong)人隊伍的來渾和素質。
(3)廣泛開展技(ji)能培訓與鑒定,提高務工人員(yuan)素質
鑒于目前建筑業務工(gong)人(ren)員(yuan)索質低、技能差、流動(dong)性(xing)(xing)大、持證上崗率低的狀況,現(xian)階段仍然需要(yao)采(cai)取(qu)操作性(xing)(xing)強的政策(ce)措(cuo)施,多(duo)方面籌措(cuo)培訓資金,調(diao)動(dong)各(ge)方面的積極性(xing)(xing).推進技能培訓和鑒定工(gong)作,采(cai)取(qu)多(duo)種措(cuo)施提高務工(gong)人(ren)員(yuan)素質。
